The capacity benefit margin (CBM) must be considered in the determination of power transfer so-called as the ATC. A new methodology of CBM considering interconnected system reliability will be discussed in this paper. This is to ensure that the ability of one area to accommodate generation deficiency in the other area depends on the reliability of interconnected systems that used as a medium of power transfer. A new approach of Pareto based evolutionary programming (EP) technique is used to provide several choices of optimum CBM values considering the reliability of interconnected system. The advantage is that the transmission providers is given a flexibility to select the best solution of CBM for all areas in order to compensate the generation deficiency occurring at different state of system operation in regards to the changes in economic requirement of load serving entity or resource planner. The effectiveness of the proposed method used in CBM determination is demonstrated on a case study of IEEE 24-bus Reliability Test System (RTS).
