This paper talks about a new technique and its implementation of a Human Skin Detection algorithm based on balanced skin-color. In human skin detection and segmentation, human skin must be located in the image and then can be segmented from the dynamic background. A region human Skin-color gradient is taken as the cue to locate the hand position because of its computational simplicity and due to the human skin-color characteristic values. The results were excellent in terms of human skin detection.en_US
