The power transfer between areas so-called as the available transfer capability (ATC) must accommodate a reasonable range of capacity benefit margin (CBM) so that the transmission system is secure from the occurrence of generation deficiency. This paper presents the CBM determination that takes into account the reliability assessment of interconnected system. This paper also presents a new approach of Pareto based evolutionary programming (EP) technique that used to perform simultaneous determination of CBM for all areas. Subsequently, the ATC is determined by considering the firm and non-firm transfers of CBM. The modified IEEE 24-bus Reliability Test System is used to demonstrate the effectiveness of the proposed method for CBM determination.en_US
